James Farrell


James L. Farrell is the principal in Vigil, Inc., a senior member of IEEE, a former local board member of AIAA, a fellow and former Air Nav Representative of ION, and a registered professional engineering consultant in Maryland. After graduating from and teaching courses at Marquette and UCLA he received a Ph.D. from the University of Maryland.

His professional career includes two years each at Honeywell and Bendix-Pacific, plus 31 years at Westinghouse in design/simulation/ validation of algorithms for communications, navigation, tracking, fire control, INS
update, transfer alignment, and missile guidance optimization with test
data generation for bench validation (mainly for USAF), plus estimation
of satellite attitude, orbit, and flexural deformation (for NASA).

He is the author of Integrated Aircraft Navigation (Academic Press,
1976) plus GNSS Aided Navigation and Tracking (2007) and over 100
manuscripts. Active in RTCA for several years, he served as co-chairman of the GPS Integrity Fault Detection and Isolation Working Group within SC-159. He has taught various tutorials over the past three decades while
consulting for private industry, DoD, and university research.
