Jules McNeff

Jules G. McNeff has a deep and lengthy background in GPS program operation and policy from within the U.S. defense community. He began a 20-year career in Air Force space systems in 1972.

He served for several years in the Office of the Assistant Secretary of Defense and was responsible for Defense Department navigation systems policy and overall management and oversight of the GPS program.

McNeff subsequently worked at Science Applications International Corporation (SAIC) and the National Aeronautics and Space Administration (NASA) before joining Overlook Systems Technologies in 2003. He is vice president for strategy and operations for the Vienna, Virginia-based professional technical services and engineering firm.

Currently, he serves as the representative of the Office of Secretary of Defense (OSD) to the UN-supported International GNSS Committee and is involved in the National Positioning, Navigation, and Timing Architecture project.

McNeff earned a bachelor’s degree in electrical engineering from the United States Air Force Academy and an M.B.A. from Harvard University.
